Policy Proposals For India is a continuously evolving research effort that aims to reach out to academics, researchers, media professionals and policy makers at all levels in government and corporate sectors of India. The website essentially focuses on some of the most challenging issues the country is facing, and at the same time offers concrete policy suggestions that can help them in achieving rational outcomes in their endeavours. It houses articles on topics as wide as public administration, strategic affairs, economy, social development, education, health, environment and science & technology.

About Us

The Policy Proposals For India team is headed by Anubhav Srivastava. He has worked with leading media organisations like The Times of India, The Pioneer and India & Global Affairs magazine published by the Sakaal Group of Publications. His news story "Who owns this VIP fleet", published in The Pioneer, exposed the builder mafia-politician-bureaucrat nexus in Delhi. His areas of interests are politics, economy and public administration.

He is a former Secretary-General, Rajya Sabha. In a career spanning more than four decades, he held several important positions including Defence Secretary, Secretary to Ministry of Surface Transport, Principal Secretary to Uttar Pradesh Governor, Chief Secretary to Uttar Pradesh Government and founder-Chairmanship of Greater Noida Industrial Development Authority and National Highways Authority of India.   

He served as the Secretary of Ministry of Petroleum and Natural Gas for the Government of India until December 2005. Prior to that, he held another key assignment as secretary to the Ministry of Human Resource Development. His wide ranging expertise includes education, energy, industry and finance. He has held several important positions at the centre and in the Government of Uttar Pradesh.

He worked with the Government of India as Secretary of the vital ministries of Civil Aviation and Defence. Belonging to a family of illustrious civil servants, his over 37 years of service at the Centre and in the Government of Himachal Pradesh gives him an expertise ranging from energy, health, textiles, information & broadcasting, industry and internal security. He played a crucial role in the privatization of airports in the country and conceptualization of futuristic Air Navigation System.  

Former Secretary, Urban Development, Government of India and former Chief Secretary, Uttarakhand, he has proactively spearheaded India’s urban sector policies, reforms and initiatives and steered the implementation of JNNURM. He played an active role in formulation of National Urban Sanitation and Transportation Policies for Indian cities as well as introduction of Service Level Benchmarking concept for basic urban services and credit rating of cities.

A former Secretary, Department of Industrial Policy & Promotion, he has rich experience in industry, energy sector and urban development. He has held key assignments like Member Secretary, National Manufacturing Competitiveness Council, Principal Adviser in Planning Commission, Additional Secretary in Ministry of Power, Secretary to Lt. Governor of Delhi, CEO of Greater Noida Industrial Development Authority and Chairman, Damodar Valley Corporation.

Former Home Secretary of Uttar Pradesh, he has many governance innovations like ‘Thana Panchayat Diwas’, ‘Kapilvastu Mahotsav’, ‘Chitrakoot Mahotsav’, ‘Akshardev Brat Katha’ and renovation of tanks through ‘Shramdan’ to his credit. He was conferred Best Collector of the Country award by Prime Minister of India for achieving excellence in illiteracy eradication programme as District Magistrate of Chitrakoot.

A former Secretary to the Government of India, Ministry of Rural Development, she has steered several   government programmes in the fields of agriculture, poverty alleviation, rural infrastructure development, employment generation, gender and financial management. She was Secretary to the National Advisory Council. She served as a Commissioner on the International Commission on Sustainable Agriculture and Climate Change. She is on the Board of Trustees of the International Rice Research Institute and the World Agroforestry Centre.


The most decorated police officer in the country, recognised by the Limca Book of Records, his key assignments in more than three decades of service included that of the Director General of Police, Uttar Pradesh, where he  had the world’s largest police contingent of 1,90,000 personnel under his command. An acclaimed author and a star trainer and speaker on issued related to security, man-management, crisis-resolution, team-building,   values and ethics, he is presently steering Noida International University as its Vice Chancellor.

He is a former Chairman of the Railway Board, the apex body that administers the Indian Railways which is the largest commercial employer and the second largest rail network in the world under a single management. He has held several important administrative positions including General Manager, Central Railway and Secretary, Railway Board. He has also served as General Manager, RITES Ltd and as Executive Director, Research Designs and Standards Organisation (RDSO). 


A former Deputy Chief of the Indian Army, he is the Chairman of Indian Ex-Servicemen Movement (IESM) and Additional Director General (Ceremonies) of the organising committee of the Commonwealth Games 2010 to be held in Delhi. He is also the President of Rajputana Rifles Officers Regimental Association. He has written several articles on strategic affairs for various publications and has authored a book titled “The Lies That Win: Army Promotions”.

He is a former Vice-Chancellor of Jiwaji University, Gwalior. He has served as a subject expert and adviser for prestigious government bodies in India including Ministry of Human Resource & Development, Ministry of Environment, Union Public Service Commission, University Grants Commission and Jawaharlal Nehru University. European Economic Commission awarded him their most prestigious postdoctoral fellowship "Marie Curie". He has done pioneering research work on Tuberculosis, HIV and AIDS, Cancer and Filariasis. At present, he is Director, Madhav Institute of Technology and Science, Gwalior.

He has worked with the United Nations on the United Nations Development Programme (UNDP) project in Poland as an ambassador of Millennium Development Goals (MDGs) and on the United Nations Population Fund's (UNFPA) sponsored project for UNNATI Features. He is a founder member of CURE (Coalition to Uproot Ragging from Education) established in 2001. He was appointed as Consultant by the Ministry of HRD, Department of Higher Education, Government of India to form a national level policy against ragging. He has also worked with international organisations like People for the Ethical Treatment of Animals (PETA), the Human Dignity and Humiliation Studies Network (HDHS) and PRAYAS. He graduated from IIT Bombay with a Dual Degree (M.Tech + B.Tech) where he was awarded the Institute Gold and Silver Medals. His primary interests lie at the intersection of technology and social development. Issues relating to environment, human rights and poverty alleviation also keep him occupied.
